Ability to set a local default when linking requests during rollover process

Our library does not rollover our lists but rolls over TACC scans at the end of the year ready to become live on 1st Jan the following year. Each time we roll over scans for a particular subject we need to manually change the option for "Manually link requests to reading list items after rollover" TO "Link new requests to existing reading list items". If this step is accidentally missed it causes us issues.

If we could set our default option to 'link new requests to existing reading list items' it would help us, and others who do not roll over lists, ensure that our rollover processes work smoothly .
