Unfortunately the word 'Publish' to make changes visible to students does not resonate with our users, so 'saved, but not published' is confusing.
To make it clearer, the warning bar should say:
"Unpublished changes! Your changes are not visible to your students" --> Publish
The bar should also float and be a different colour.

I'm happy to update that the works on the always visible publish/request review buttons is now finished. Thank you so much for all your feedback and ideas in regards to it, it's been immensely helpful. We will be evaluating the changes after a year.

Thank you for your improvement idea. We have reviewed this and put it on hold. AS we continue the Reviews project, which we are looking at various communications and will keep this in mind.
