Allow the option to make the section dropdown a blank and required field in the "Create & Add to List" pop-up

The default 'section' choice in the "Create & Add to List" pop-up is currently 'the list'.

To encourage users to be more mindful about where on a list they are adding a resource, please allow tenancies the option to make the section dropdown a blank and required field in the "Create & Add to List" pop-up --- the same way we can now opt to have the importance dropdown a blank and required field.

We would also appreciate if "the list" was the last option in the dropdown list, rather than the first option.
