Allow replacement copies of digitisations to be uploaded after semester has ended/item is EXPIRED

Hi all,

At UQ recently we've been doing a project to review a lot of our previously scanned content to quality check and replace them with newer higher quality versions. Today we noticed that Talis does not allow you to upload new copies for items where the semester and timeframe for the digitisation to be accessible is over.

We get a HTTP-400 error page with the message: "Message:Request is not currently in valid state (ERROR [PackerError], LIVE, SUCCESS, WITHDRAWN, or REFERRED [Copy Pending or AwaitingSuppliedCopyApproval]) to re-upload copy".

We would like to see it made possible to upload new copies for items with the state "EXPIRED" as this would allow us to replace copies in between semester rollovers.
