We are reviewing this idea to see if it will be possible to filter items by no stage set.

Our workaround for this issue is that a) if a person is dealing with a request (even temporarily - e.g. they are ordering the required book, but won't necessarily be the person doing the digitisation when it arrives), they assign the request to themselves, b) we set up a OneNote notebook for our team relating to digitisations - we have different tabs for the different categories ('Copy Pending', 'Source needs to be acquired'); whoever picks up a request adds a new page for that request number under the appropriate tab, and adds any pertinent info ('Book ordered from supplier X, [date]'). Anyone following along behind you can see what the state of play is with a given request by looking in OneNote, and if a request is assigned to someone we assume that they are actively dealing with it. The OneNote pages get deleted when the digitisation is complete (unless there was something complicated in the history, in which case the page is kept in an older section).

I would expand the idea to include a warning about live digitisations when a list is being archived - we have seen that as well.
